Terms of Service

Last updated: 2026-05-06

Acceptance

By using this portal to look up or pay a bill, you agree to these terms. If you don't agree, please use the agency's alternative payment channels (in person, by mail) listed on the bill detail page.

What this service does

This portal lets you find and pay bills issued by participating government, utility, and court agencies. We act as the payment interface; the underlying account (your bill) is held by the agency, and any agreement about the goods or services that bill covers is between you and that agency.

Fees

Online card payments may include a service fee that covers the card-network processing cost. The exact fee is shown on the payment page before you confirm — it's not added after the fact. Most agencies offer fee-free alternatives (in person or by mail); those alternatives are also listed on the bill detail page.

ACH (bank account) payments may carry a different or no fee depending on agency policy. The amount is shown before confirmation in the same way.

Authorization

When you submit a payment, you authorize us and our processor to charge the payment instrument you provided for the amount shown on the confirmation. If you opt to save a payment method, you authorize us to retain a tokenized reference for use on future scheduled or one-time payments you initiate.

Refunds and disputes

Refunds for payments made through this portal are issued by the agency that received the payment, on their schedule and policy. To request a refund or dispute a charge, contact the agency directly using the contact details on your bill — they have full visibility into the underlying account.

If you believe a charge is unauthorized, you also have rights under federal banking regulations (Regulation E for ACH / debit, the Fair Credit Billing Act for credit) to dispute it with your bank or card issuer. [REVIEW: counsel to finalize chargeback / dispute language.]

Acceptable use

You agree not to use this portal to (a) submit payments on behalf of someone else without their authorization, (b) attempt to access accounts or bills you don't own, (c) interfere with portal availability or security, or (d) submit fraudulent payment instruments. Suspected misuse is logged and shared with the affected agency and the relevant payment processor.

Service availability

We aim for the portal to be available around the clock, but we don't guarantee uninterrupted service. Maintenance windows, processor downtime, and incidents can briefly pause payment intake. When the portal is unavailable, the agency's alternative payment channels remain open.

Limitation of liability

To the extent permitted by applicable law, our liability for issues arising from use of this portal is limited to the amount of the disputed transaction. We are not liable for any indirect, incidental, or consequential damages. [REVIEW: counsel to finalize liability cap and excluded-damages language for each operating jurisdiction.]

Governing law and venue

These terms are governed by the laws of the jurisdiction where the paying agency is located. Disputes about the underlying bill are resolved between you and the agency under their published procedures. Disputes about portal function (uptime, interface defects, data handling) are resolved as described in the Privacy Policy contact section. [REVIEW: counsel to finalize choice-of-law clause and dispute-venue selection — per-tenant or platform-wide.]

Changes to these terms

We'll revise this page when material terms change. The "Last updated" date above always reflects the most recent version. Continuing to use the portal after a revision constitutes acceptance of the revised terms.
